Packaging has an important role in attracting the attention of consumers, so the design must be able to meet the emotional need to get attention. In its development, the shape and design of food packaging continues to improve with innovations to be more competitive. Micro, Small and Medium Enterprises (MSMEs) are also active in improving product quality and visuals to be able to compete, but there are still many MSMEs whose products require better handling of visual promotions, such as MSMEs in NTT. The purpose of this research is as an effort to identify the visual identity problem of MSMEs so that it can be recognized by the public. This design chooses packaging design media as an effective option to help design a visual communication strategy for MSME food packaging design in the hope of supporting the local business economy, building a visual image and identity, increasing community enthusiasm, and promoting local food while introducing the characteristics of NTT through the TIROSA culture.
