Do not avoid technological change, do not be afraid of intelligent machines or AI,\u201d he said during his speech at the Open Session of IPB University in celebration of its 60th Anniversary at the IPB Dramaga Campus, Bogor Regency, West Java, on Friday (September 15, 2023).<\/em><\/h4>\n<h4 class=\"\" data-start=\"238\" data-end=\"257\"><span style=\"font-size: 14pt\"><strong>Introduction<\/strong><\/span><\/h4>\n<p class=\"\" data-start=\"258\" data-end=\"940\">Artificial Intelligence (AI) is a branch of computer science that seeks to replicate human intelligence and natural phenomena-inspired capabilities. AI&#8217;s ability to learn from large-scale big data allows it to predict, classify, and make decisions or take specific actions. This has led to the emergence of various applications, such as Midjourney for image generation, ChatGPT for creating speeches, scientific articles, lyrics, and music, as well as answering student exam questions and even generating high-quality computer code. AI technology has disrupted multiple industries, fundamentally transforming the way we learn, live, and work\u2014including within humanitarian efforts.<\/p>\n<p class=\"\" data-start=\"942\" data-end=\"1245\">Recently, the term <strong data-start=\"961\" data-end=\"980\">Humanitarian AI<\/strong> has emerged, which I define as the application of AI to facilitate humanitarian work, such as providing information and data visualization from complex patterns and datasets that humans cannot easily identify, as well as increasing efficiency through automation.<\/p>\n<h4 class=\"\" data-start=\"1247\" data-end=\"1292\"><span style=\"font-size: 14pt\"><strong>Climate Change and Prolonged Conflicts<\/strong><\/span><\/h4>\n<p class=\"\" data-start=\"1293\" data-end=\"1805\">According to <strong data-start=\"1306\" data-end=\"1322\">Leila Toplic<\/strong>, leader of the NetHope technology initiative\u2014a consortium of over 60 global nonprofit and technology companies supporting humanitarian and conservation efforts\u2014nearly 80 million people were displaced due to conflicts and persecution in 2020 alone. Climate change has also severely impacted already resource-scarce regions like Sub-Saharan Africa. At the same time, inequality has sharply increased across multiple dimensions, including education, gender, and economic development.<\/p>\n<p class=\"\" data-start=\"1807\" data-end=\"2241\">Before COVID-19, <strong data-start=\"1824\" data-end=\"1848\">258 million children<\/strong> were out of school, and another <strong data-start=\"1881\" data-end=\"1896\">463 million<\/strong> lost access to education during the pandemic. Natural disasters, such as monsoons, droughts, and floods, have continued to be the primary causes of internal displacement, leading to <strong data-start=\"2079\" data-end=\"2121\">23.7 million new displacements in 2021<\/strong>. In Gaza, where government infrastructure has been destroyed, AI could potentially play a role in assisting refugees.<\/p>\n<p class=\"\" data-start=\"2243\" data-end=\"2732\">The <strong data-start=\"2247\" data-end=\"2299\">Intergovernmental Panel on Climate Change (IPCC)<\/strong> reports that around <strong data-start=\"2320\" data-end=\"2342\">143 million people<\/strong> may be forced to leave their homes in the next 30 years due to rising sea levels, extreme heat, droughts, and other climate disasters. The conflicts in <strong data-start=\"2495\" data-end=\"2526\">Ukraine and the Middle East<\/strong> have also worsened global displacement, food crises, and inflation. In Indonesia, <strong data-start=\"2609\" data-end=\"2642\">the prolonged El Ni\u00f1o drought<\/strong> has caused significant losses for farmers, impacting food supply and driving up prices.<\/p>\n<h4 class=\"\" data-start=\"2734\" data-end=\"2778\"><span style=\"font-size: 14pt\"><strong>AI Solutions for Humanitarian Actions<\/strong><\/span><\/h4>\n<p class=\"\" data-start=\"2779\" data-end=\"3115\">The use of AI in humanitarian efforts is not new. Many humanitarian organizations are incorporating AI into their programs, leveraging advancements in <strong data-start=\"2930\" data-end=\"3045\">Generative AI, Deep Learning, Natural Language Processing (NLP), Geo-AI for mapping, big data, and data science<\/strong> to make informed decisions based on visual and textual information.<\/p>\n<p class=\"\" data-start=\"3117\" data-end=\"3633\">For example, the <strong data-start=\"3134\" data-end=\"3152\">Seguro Project<\/strong>, in partnership with <em data-start=\"3174\" data-end=\"3196\">Paz para las Mujeres<\/em> and <strong data-start=\"3201\" data-end=\"3214\">Microsoft<\/strong>, uses Conversational AI to support gender-based violence victims through a chatbot solution that provides assistance and services to women facing abuse. Since 2018, Microsoft has supported <strong data-start=\"3404\" data-end=\"3465\">61 AI-driven humanitarian initiatives across 20 countries<\/strong>, addressing disaster response, refugee support, human rights, and protection for women and children through grants, technology donations, and data science expertise.<\/p>\n<p class=\"\" data-start=\"3635\" data-end=\"4133\">AI is also crucial in <strong data-start=\"3657\" data-end=\"3688\">tackling global food crises<\/strong>. Climate change is accelerating, causing environmental shifts at an unprecedented rate in human history. Solutions are emerging to address the impact of climate change and conflicts. For instance, <strong data-start=\"3886\" data-end=\"3972\">Jay Mahanand, Chief Information Officer at the United Nations World Food Programme<\/strong>, highlights that AI and Machine Learning-enhanced <strong data-start=\"4023\" data-end=\"4063\">Geographic Information Systems (GIS)<\/strong> can help locate densely populated areas in need of food assistance.<\/p>\n<h4 class=\"\" data-start=\"4135\" data-end=\"4193\"><span style=\"font-size: 14pt\"><strong>Supporting the Sustainable Development Goals (SDGs)<\/strong><\/span><\/h4>\n<p class=\"\" data-start=\"4194\" data-end=\"4639\">The <strong data-start=\"4198\" data-end=\"4238\">Sustainable Development Goals (SDGs)<\/strong>, set by the United Nations, include <strong data-start=\"4275\" data-end=\"4296\">17 global targets<\/strong>. In Indonesia, their implementation is coordinated by the National Development Planning Agency (<strong data-start=\"4393\" data-end=\"4405\">Bappenas<\/strong>), which encourages all sectors to contribute to SDG efforts. President <strong data-start=\"4477\" data-end=\"4492\">Joko Widodo<\/strong> has emphasized the need for increased attention and assistance for vulnerable groups affected by economic slowdowns, particularly post-pandemic.<\/p>\n<p class=\"\" data-start=\"4641\" data-end=\"4988\">AI technology can assist <strong data-start=\"4666\" data-end=\"4690\">governments and NGOs<\/strong> in providing education, healthcare, and food security information while enabling <strong data-start=\"4772\" data-end=\"4813\">faster decision-making in emergencies<\/strong> through <strong data-start=\"4822\" data-end=\"4861\">data science and data visualization<\/strong>. AI-driven <strong data-start=\"4873\" data-end=\"4898\">early warning systems<\/strong> can predict disasters before they escalate, such as floods, earthquakes, and wildfires.<\/p>\n<p class=\"\" data-start=\"4990\" data-end=\"5215\">A <strong data-start=\"4992\" data-end=\"5015\">World Bank analysis<\/strong> on AI innovation in disaster risk management highlights AI applications in <strong data-start=\"5091\" data-end=\"5212\">vulnerability mapping, population movement modeling, poverty level prediction, risk assessment, and damage evaluation<\/strong>.<\/p>\n<h4 class=\"\" data-start=\"5217\" data-end=\"5258\"><strong><span style=\"font-size: 14pt\">Recommendations for the Government<\/span><\/strong><\/h4>\n<p class=\"\" data-start=\"5259\" data-end=\"5468\">Governments must acknowledge the rapid advancement of AI, including its benefits and potential misuse, and educate the public accordingly. To fully harness AI for humanitarian efforts, the government should:<\/p>\n<ol data-start=\"5470\" data-end=\"6231\">\n<li class=\"\" data-start=\"5470\" data-end=\"5799\">\n<p class=\"\" data-start=\"5473\" data-end=\"5799\"><strong data-start=\"5473\" data-end=\"5505\">Optimize research facilities<\/strong> and involve universities and research institutions in applying AI to humanitarian challenges. For example, AI\u2019s impact on employment remains a significant concern, which could be addressed by introducing AI-related courses across all university departments, as implemented at my institution.<\/p>\n<\/li>\n<li class=\"\" data-start=\"5801\" data-end=\"6045\">\n<p class=\"\" data-start=\"5804\" data-end=\"6045\"><strong data-start=\"5804\" data-end=\"5853\">Invest in AI-driven humanitarian applications<\/strong> that can be utilized by relevant ministries and NGOs. Kemampuan AI untuk belajar dari data skala besar maha data<em>(big data) <\/em>sehingga mampu untuk memrediksi, mengklasifikasi dan mengambil keputusan atau tindakan tertentu, menghasilkan berbagai aplikasi seperti <em>Midjourney<\/em> yang mampu membuat gambar baru, ChatGPT mampu membuat pidato, artikel ilmiah, lirik dan musik, menjawab berbagai pertanyaan ujian mahasiswa bahkan membuat kode program komputer dengan sangat baik.\u00a0 Kemampuan dari \u00a0teknologi AI telah membuat berbagai disrupsi teknologi di berbagai bidang. \u00a0AI secara mendasar telah mengubah dunia saat ini dan tidak dapat dipungkiri meningkatkan cara kita belajar, menjalani kehidupan dan bekerja, termasuk dalam kegiatan kemanusiaan. Akhir-akhir ini, terdapat istilah <em>Humanitarian AI<\/em> \u00a0yang dapat saya definisikan sebagai\u00a0 berbagai penerapan AI untuk memudahkan pekerjaan yang dimanfaatkan untuk berbagai aksi kemanusiaan, misalnya untuk memberikan informasi dan visualisasi data dari <em>pattern <\/em>dan dataset yang kompleks yang tidak dapat diidentifikasi oleh manusia serta meningkatkan efisiensi bekerja melalui otomatisasi.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Perubahan Iklim Dunia dan Konflik Berkepanjangan<\/strong><\/p>\n<p>Menurut <em>Leila Toplic, <\/em>pemimpin inisiatif penerapan teknologi bernama <em>NetHope, <\/em>yaitu sebuah konsorsium lebih dari 60 Perusahaan global nonprofit\u00a0 dan teknologi untuk mendukung kegiatan kemanusiaan dan konservasi<em>, <\/em>mengiformasikan<em> \u00a0\u00a0<\/em>pada tahun 2020 saja hampir 80 juta orang mengungsi akibat konflik dan penganiayaan, serta perubahan iklim \u00a0yang berdampak besar pada wilayah yang sudah kekurangan sumber daya seperti Afrika Sub-Sahara. Pada saat yang sama, kesenjangan meningkat tajam di berbagai dimensi termasuk pendidikan, gender, dan pembangunan ekonomi. 258 juta anak putus sekolah sebelum Covid-19 dan 463 juta anak lainnya terputus dari pendidikan selama pandemi. Terlepas dari peningkatan pengungsian terkait konflik,\u00a0<a href=\"https:\/\/www.dw.com\/id\/pbb-jutaan-orang-hadapi-risiko-kelaparan-akut\/a-61689185\">bencana alam<\/a> seperti angin monsoon, kekeringan dan bajir\u00a0terus menjadi penyebab sebagian besar pengungsian internal baru, mendorong 23,7 juta pergerakan serupa pada tahun 2021. Pengungsi di Gaza dimana infrastuktur pemerintah hancur lebur juga merupakan masalah pelik yang dapat dibantu menggunakan AI. Ini hanyalah beberapa tantangan kemanusiaan yang kita hadapi.<\/p>\n<p>Menurut laporan Panel Antarpemerintah tentang Perubahan Iklim IPCC<em>(Intergovernmental Panel on Climate Change), sebuah <\/em>\u00a0badan PBB yang bertugas menilai<em>(assessing)<\/em> sains \u00a0terkait perubahan iklim PBB, \u00a0sekitar 143 juta orang kemungkinan akan meninggalkan rumah-rumah mereka selama 30 tahun ke depan akibat naiknya permukaan air laut, suhu panas ekstrem serta kekeringan dan bencana iklim lainnya. Konfik Ukrania dan Timur Tengah juga berkontribusi pada semakin meningkatnya pengungsi, krisis pangan dan inflasi dunia. Di Indonesia, kekeringan akibat El Nino yang sudah berlangsung berbulan bulan telah membuat kerugian besar bagi para petani dan berdampak pada stok dan kenaikan harga pangan.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Solusi AI untuk Aksi Kemanusiaan<\/strong><\/p>\n<p>Penggunaan teknologi AI pada aksi-aksi kemanusiaan bukanlah hal yang baru.\u00a0 \u00a0Oleh karena itu, tidak mengherankan jika AI telah menjadi topik penting terhadap dampaknya bagi kemanusiaan, seiring dengan upaya organisasi kemanusiaan untuk memasukkan AI ke dalam program kemanusiaan. Terlebih, kemajuan pesat AI seperti <em>generative AI<\/em>, Deep learning, Natural Language Processing (NLP), Geo-AI untuk pemetaan, ilmu maha data dan data science memudahkan kita untuk mengambil keputusan berdasarkan informasi visual dan teks yang disajikan. \u00a0Sebagai contoh, Seguro Project telah bermitra dengan Paz para las Mujeres dan Microsoft menggunakan teknologi <em>Conversational AI<\/em> untuk mendukung korban kekerasan berbasis gender guna memberikan solusi berbasis chatbot yang memberikan dukungan dan layanan bagi perempuan yang menghadapi kekerasan. Sejak 2018, Microsoft telah mendukung\u00a0 penerapan 61 AI\u00a0 untuk aksi-aksi kemanusiaan di 20 negara untuk mengatasi bencana, pengungsi, hak asasi, kebutuhan perlindungan terhadap Wanita dan anak melalui hibah, donasi teknologi dan Dukungan data science.<\/p>\n<p>Penerapan AI juga sangat bermanfaat bagi penanggulangan krisis pangan dunia. Krisis iklim mengubah dunia, karena iklim bumi kini berubah lebih cepat dibandingkan masa mana pun dalam sejarah peradaban modern.\u00a0 Solusi terkait dampak dari masalah perubahan iklim dan konflik\u00a0 ini sudah dilakukan, misalnya Jay Mahanand, <em>chief information officer di United Nations World Food Programme <\/em>mengataka<em>n<\/em> bahwa penerapan Sistem Informasi Geografis dengan dukungan AI dan Machine Learning bermanfaat untuk memberikan informasi lokasi tempat tinggal penduduk padat yang membutuhkan bantuan makanan.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Mendukung SDGs<\/strong><\/p>\n<p><em>\u00a0\u00a0\u00a0\u00a0 Sustainable Development Goals<\/em> (SDGs) atau Tujuan Pembangunan Berkelanjutan (TPB)\u00a0 merupakan 17 tujuan yang dirumuskan seluruh dunia dalam PBB. Pelaksanaannya di Indonesia\u00a0 dikoordinasi oleh Badan Perencanaan Pembangunan Nasional (Bappenas). Kementerian PPN\/Bappenas mengajak semua pihak untuk turut aktif menyuarakan, melakukan upaya-upaya pencapaian TPB\/SDGs.\u00a0 Presiden Jokowi bahkan memandang perlu peningkatan perhatian dan bantuan kepada kelompok rentan akibat melambatnya kegiatan perekonomian. Menurutnya, semua lapisan masyarakat terdampak akibat pandemi, terutama bagi kelompok rentan.<\/p>\n<p>Teknologi AI dapat membantu pemerintah dan LSM untuk memberikan informasi pendidikan, keehatan pangan dan mengambil keputusan serta bertindak lebih cepat dalma keadaan darurat berbantukan ilmu data science dan visualisasi data. Selain itu, system deteksi yang dikembangkan oleh AI dapat memrediksi keadaan darurat sebelum menyebar melalui peringatan dini (missal pada banjir, gempa dan kebakaran). Sebuah Analisis dari Bank Dunia mengenai inovasi AI dalam manajemen risiko bencana, menyoroti bahwa AI digunakan untuk berbagai tugas termasuk pemetaan kerentanan, pemodelan pergerakan populasi, prediksi level kemiskinan, prediksi risiko, dan mendukung penilaian kerusakan.<\/p>\n<p><strong>Saran untuk Pemerintah<\/strong><\/p>\n<p>Pemerintah harus sadar akan pesatnya teknologi AI dengan segala kelebihan dan potensi penyalahgunaannya dan menginformasikan ke Masyarakat luas. \u00a0Pemerintah harus mengoptimalkan semua fasilitas penelitian yang ada, pelibatan perguruan tinggi, lembaga riset untuk dapat menerapkan AI pada berbagai masalah kemanusiaan.\u00a0 Misalnya, masih banyak pertanyaan terkait dampak AI bagi pekerjaan. Sehingga, mungkin perlu diberikan pemahaman teknologi AI dalam bentuk mata kuliah di semua jurusan seperti yang dilakukan pada kampus penulis.<\/p>\n<p>Pemerintah harus serius dan inovatif di dalam mewujudkan berbagai penerapan AI untuk dapat menghasilkan aplikasi bagi aksi-aksi kemanusiaan yang dapat digunakan oleh kementrian terkait dan Lembaga Swadaya Masyarakat.\u00a0 Dana yang sangat besar yang digunakan untuk riset dan kolaborasi(misal Program Dana Padanan) harus optimal dan dapat digunakan untuk aksi kemanusiaan.
