For our Indonesia Field Office in Kupang, we are seeking a development professional, who wants to make a lasting difference for children, with a specific focus on NTT province.

MAIN TASKS AND RESPONSIBILITIES:
The Child Protection Specialist will champion the protection of children from violence with a wide range of partners in NTT, including the government, religious leaders, civil society and the private sector as well as children and young people themselves. They will lead a program to prevent and respond to violence against children that includes: a) strengthening services for child victims, b) advancing the laws, policies, budget and structures for child protection, c) overseeing pilot models that change behaviours and attitudes that permit violence. They are innovative and bold in their approach, but sensitive to local dynamics and partnership priorities.
 
As Chief of Field Office, the Child Protection Specialist is also accountable for effective management of the Kupang Field Office, including leadership and supervision of the field office team in delivering results for children in line with the UNICEF Country Program Action Plan, and in compliance with the organization’s effectiveness, efficiency, accountability and work ethics standards.

Effective programme management of the Kupang Field Office

  • As Chief of the Field Office, lead analysis of socio-political trends in the region and opportunities to leverage positive change for children.
  • Coordinate synergies within and across sector programmes (health, education, social policy and child protection) to advance child rights in NTT.
  • Monitor compliance of the UNICEF programme in Kupang to donor proposals and reporting, fund raising targets and UNICEF rules and procedures.
  • Ensure objectives and targets are timely achieved, through full coordination between activities and collaboration with implementing partners, by providing guidance and support to programme staff.
  • Monitor the overall allocation and disbursement of programme funds in the Field Office, making sure that funds are properly coordinated, monitored and liquidated.
  • Prepare relevant programme and office performance reports required for management, donors, budget reviews, programme analysis, annual reports, etc.
  • Organize staff training and development activities to upgrade the capacity of the Field Office staff with regard to competencies for technical requirements as well as for the development, implementation and management of the respective programme areas.

Child protection dialogue for a strengthened child protection system

  • Engages in and establishes constructive dialogue with local government and other partners on strengthening formal and community-based child protection systems for children, to prevent and respond to violence against children.
  • Fosters diverse partnerships with government, civil society, young people and the private sector for advocacy, policy reform, research and programming
  • Monitors, and advocates for, budget allocation and expenditure for child protection
  • Provides technical advise the government and other partners

Oversees pilot models for violence prevention

  • Supports the design of evidence-based pilot models to prevent violence against children, including baseline, intervention and regular situation monitoring
  • Builds active partnerships with children, young people, religious communities, parents and the government to ensure pilots are relevant, generating results and influencing policy reform, including budget allocation and expenditure
  • Oversees high quality research to document and measure the effectiveness of pilot models to prevent violence

Data collection, analysis and results-based approach

  • Supports the collection and analysis of data for child protection, including birth registration, violence in all settings and harmful traditional practices
  • Provides timely, regular data analysis for effective prioritization, planning, and development; facilitates results-based management for planning, adjusting, and scaling-up specific child protection initiatives.

 Advocacy and communication

  • Promotes and raises awareness on children’s rights and especially children’s right to protection with both the general public and with policy makers, utilizing effective information dissemination, mass media campaigns, special events, and other means, to ensure local buy-in, commitment, and continued relevance of UNICEF programming.

Partnerships

  • Establishes effective partnerships with the government, bilateral and multilateral donors, civil society and local and religious leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Sustainable Development Goals. 
  • Identifies other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration within the UN family.

Profile of the Ideal Candidate:

  • Advanced university degree*) in Social Sciences, Social Policy, Economics, Development Planning, or a related technical field.
  • At least Five (5) years of relevant professional work experience
  • Background in Emergency programming is an asset.
  • Experience in the UN or other international development organization is an asset.
  • Fluency in English and Bahasa Indonesia (oral and written) is required

*) First level university degree may be considered if combined with a minimum of 8 years of professional work experience in the above field.
