MAIN TASKS AND RESPONSIBILITIES:
The Social Policy Specialist engages in social policy dialogue with the Government in Aceh to strengthen the sub-national social protection system, advocate for increased and more effective public resource allocation and budgeting towards the social sector and sustainable decentralization of social services. He/she engages in local capacity development in support of integrated social services and the creation of a protective environment for children. He/she also documents effective strategies to reduce child poverty and deprivation, conducts data analysis to fill information gaps and facilitates knowledge sharing between sub-national and national actors to support the Sustainable Development Goals (SDGs).
As Chief of Field Office, the Social Policy Specialist is also accountable for effective management of the Banda Aceh Field Office, including leadership and supervision of the field office team in delivering results for children in line with the UNICEF Country Program Action Plan, and in compliance with the organization’s effectiveness, efficiency, accountability and work ethics standards.
Effective programme management of the Banda Aceh Field Office
- As Chief of the Field Office, lead the identification of critical intervention points and measures based on an analysis of the socio-political-economic trends in the region and their implications for UNICEF programmes at the sub-national level.
- Coordinate the development of programme work plans in consultation with technical programme sections in UNICEF Country Office in Jakarta, monitor compliance and provide support and guidance to the programme team in order to meet programme results. Facilitate the preparation of programme recommendations for inclusion in formal programme documentation, and new approaches, methods and practices as required by the UNICEF Country Office in Jakarta.
- Ensure objectives and targets are timely achieved, through full coordination between activities and collaboration with implementing partners, by providing guidance and support to programme staff.
- Monitor the overall allocation and disbursement of programme funds in the Field Office, making sure that funds are properly coordinated, monitored and liquidated.
- Prepare relevant programme and office performance reports required for management, donors, budget reviews, programme analysis, annual reports, etc.
- Organize staff training and development activities to upgrade the capacity of the Field Office staff with regard to competencies for technical requirements as well as for the development, implementation and management of the respective programme areas.
Social policy dialogue for a strengthened social protection system
- Engages in and establishes constructive dialogue with local government partners on strengthening child grants to effectively reduce child poverty rates.
- Fosters partnerships between international and local stakeholders to support the development of social policies and programmes contributing to the progressive realization of children’s rights and strengthening of implementation and monitoring mechanisms at all levels of society, and ensures that the services reach out in innovative, effective ways to socially excluded children and families.
Advocacy for child-sensitive Public Finance Management
- Monitors and updates current information on local budgeting and spending patterns for social programmes on an on-going basis to support advocacy for more effective and efficient social budgeting, the prioritization of resource allocation for children, and universal coverage of essential services for children, to ensure that they reflect the best interest of children.
Sustainable decentralization and capacity building
- Collaborates with local authorities to assist in planning, policy discussion and service delivery closely responding to the needs of local communities.
- Collaborates with the central and local authorities to strengthen community-based capacity on quality data collection, analysis for policy development, planning, implementation, coordination, monitoring of social policy and programmes.
Data collection, analysis and results-based approach
- Develops information systems for monitoring child well-being, with emphasis on child participation as well as innovative approaches to collecting real-time data.
- Provides timely, regular data analysis for effective prioritization, planning, and development; facilitates results-based management for planning, adjusting, and scaling-up specific social policy initiatives.
- Analyzes the macroeconomic context of social policy programmes and its impact on social development, emerging issues and social policy concerns, as well as implications for children, and proposes and promotes appropriate responses, including strengthened social protection systems and government resource allocation policies
Advocacy and communication
- Promotes and raises awareness on children’s rights with both the general public and with policy makers, utilizing effective information dissemination, mass media campaign, special events, and other means, to ensure local buy-in, commitment, and continued relevance of UNICEF programming. Highlight interventions to attain social policy goals which are designed to reduce gender inequalities.
Partnerships
- Establishes effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Sustainable Development Goals.
- Identifies other critical partners, promotes awareness and builds capacity of partners, and actively facilitates effective collaboration within the UN family.
Profile of the Ideal Candidate:
- Advanced university degree*) in Social Sciences, Social Policy, Economics, Development Planning, or a related technical field.
- At least Five (5) years of relevant professional work experience
- Background in Emergency programming is an asset.
- Experience in the UN or other international development organization is an asset.
- Fluency in English and Bahasa Indonesia (oral and written) is required
*) First level university degree may be considered if combined with a minimum of 8 years of professional work experience in the above field.
